其技术路线将围绕 MTC(Merkle Tree Certificates,默克尔树证书)展开,这已被生态视为参考方案,并正在 IETF 推进标准化。

Summary
Cloudflare says it is moving to become a public certificate authority by submitting its own root key to major trust stores (Chrome, Apple, Microsoft, Mozilla) and by buying GlobalSign’s existing CA to speed up coverage. It argues that Let’s Encrypt poses a systemic risk and plans to scale certificate issuance via ACME using Merkle Tree Certificates (MTC), a post-quantum approach based on Merkle trees and inclusion proofs, with independent co-signers and a fork of Let’s Encrypt’s Boulder. Cloudflare also proposes evolving Web PKI transparency to be “native” to MTC logs and reports a Chrome 146 beta test showing ~9% faster TLS handshakes in autonomous mode, expecting larger benefits post-quantum.

Cloudflare is moving into a new role: it wants to become a public certificate authority. The company has already submitted its own root key to the main trust stores — Chrome, Apple, Microsoft and Mozilla — but since inclusion can take years, it has also bought an existing root from GlobalSign, created in 2012. That acquisition should give it faster and broader coverage, including older devices that are no longer supported and that its own root would struggle to reach.

Cloudflare is positioning itself as an alternative to Let’s Encrypt, which it describes as a systemic risk because it issues nearly 40% of public TLS certificates today. In Cloudflare’s view, if Let’s Encrypt were hit by an incident, no other provider could absorb the load at scale, free of charge and in an automated way. Although it has not issued its own certificates until now, Cloudflare says it has gained substantial experience as a delegated operator: for every domain on its network, it obtains certificates from partner authorities, giving it insight into the weaknesses of the Web PKI, including request limits, the slow pace of mass revocations and policy changes at certificate authorities.

The company says demand for certificates is set to rise for three main reasons. First, certificate lifetimes are getting shorter, driven especially by Apple and Google. Second, autonomous agents are multiplying microservices, each of which needs its own cryptographic identity. Third, and most importantly, the industry is moving toward post-quantum security. Cloudflare wants to be among the first certificate authorities to make that transition and is targeting admission in early 2027 to Chrome’s newly opened dedicated program.

Its technical approach will rely on Merkle Tree Certificates, or MTCs, which have become the ecosystem’s reference model and are the subject of an IETF specification effort. Instead of signing each leaf certificate individually, MTCs batch certificates into a Merkle tree and sign the root. Clients then verify only an inclusion proof, using a logarithmic chain of cryptographic hashes. MTCs reuse the standard X.509 container while adding a signature-algorithm identifier. They can be delivered in two forms: a standalone mode, where the certificate contains everything the client needs, and a “with anchor” mode, where the CA groups active certificates into subtrees that share a common time reference. In that model, clients receive signed tree heads out of band in advance, and the server sends only the inclusion proof during TLS negotiation, removing post-quantum signatures from the handshake. A small number of signatures can thus secure billions of certificates, but this requires client updates — which is why the standalone mode remains necessary.

Cloudflare plans to build its infrastructure on a fork of Boulder, the software used by Let’s Encrypt, and to use the standard ACME protocol for issuance. A key difference in the MTC era will be the involvement of independent co-signers, who will keep copies of issuance logs and verify that the tree grows strictly by append-only additions, without fraudulent branching. Only after an external co-signer validates the process will the CA assemble the final MTC object, containing the co-signatures, the requesting server’s public key and the Merkle inclusion proof.

At the same time, Cloudflare wants to evolve Web PKI transparency. Today, every CA must submit each certificate to at least two public logs, but this mechanism is not native to X.509 and creates inefficiencies, especially because certificates are often double-logged. The cost will become even more significant with post-quantum signatures, as the amount of data to ingest is expected to rise sharply — by a factor of 40, according to Cloudflare. Under the MTC model, transparency would become a native property: the log would store only public-key hashes, and the signature on the tree head would mathematically cover the entire log.

Cloudflare says an early test on Chrome was encouraging. In an experiment involving 50% of Chrome 146 beta users, it deployed a fake CA that issued MTCs, backed by a conventional certificate chain, for a sample of sites on its free plan. Across billions of certificates served, standalone TLS negotiation was 9% faster than with a classic signature chain. Cloudflare says most of that gain currently comes from eliminating intermediate certificates, but it expects much larger improvements once post-quantum signatures are involved. The remaining challenge is scale: to avoid creating a new bottleneck, more co-signature operators will need to emerge, and more CAs will have to move to post-quantum operation as well.
