Summary
France’s Strategic Committee for Trusted Software and Digital Solutions has signed its first government contract, the “Digital Pact and AI,” a three-year renewable framework aimed at strengthening national control over public data amid extortion and security pressures. Backed by ministers David Amiel and Anne Le Hénanff and coordinated by DINUM (set to become the state’s AI/digital authority, ARIANE), it will align state needs with French industry offerings and build a “Base Industrielle et Technologique du Numérique,” with early work in collaborative office suites, AI-driven penetration testing, and critical infrastructure security. The pact is designed to boost technological sovereignty but does not change public procurement rules—no fast-track or reserved markets—so participation remains open to firms with French headquarters and production and without reliance on extraterritorial laws.

More than a year after its creation, the Comité Stratégique de Filière Logiciels et Solutions Numériques de Confiance has signed its first agreement with the French state: the “Pacte Numérique et IA.” The initiative comes as the government seeks to regain control over public digital infrastructure after a series of damaging data extortion incidents affecting agencies such as ANTS and DGFiP.

Signed for an initial three-year term, renewable thereafter, the pact is less a funding package than a working method. Its purpose is to identify the state’s needs, match them with French suppliers, and lay the foundations for a “Base Industrielle et Technologique du Numérique,” modeled on the military-industrial base that supports France’s armed forces under the DGA. The first announced priorities are collaborative office suites, AI-powered penetration testing, and the protection of critical infrastructure.

The DINUM will coordinate the effort and is expected to become the state’s reference authority for artificial intelligence and digital matters, under the ARIANE framework. On LinkedIn, Michel Paulin, who signed the pact alongside Jean-Noël de Galzain of Hexatrust and Mehdi Houas of Numeum, described it as the framework and method for “a close partnership between the industry players and state services.” He said the goal is to better define needs in collaboration, AI and cybersecurity so they can be met by “offers and solutions from the French industry.”

Paulin also said the sector would put “all its energy and determination” into moving quickly from words to action, with a dual payoff: more “innovative and high-performance” solutions for users and greater strategic autonomy for France.

The agreement, however, stops short of changing procurement rules. There is no fast-track process and no reserved market. The pact remains open to any industrial player, provided it has its headquarters and production capabilities in France and is not subject to extraterritorial laws. In a March interview with Silicon, Paulin had already lamented the lack of orders from the public sector and large French private companies to support technological sovereignty. He said he would “dream of a law” that could solve the problem, but noted that European law currently prohibits a European preference in purchasing, unlike in the United States, China and South Korea. “We are the only ones to think that this is a distortion of competition. It’s incredible,” he said.
