Summary
Cohere and Germany’s Aleph Alpha have signed the definitive merger agreement, pending final regulatory approvals, with Cohere expected to acquire Aleph Alpha; shareholders of Cohere will hold about 90% of the combined entity, valued at roughly $20B. The deal is supported by both governments and coincides with a financing round for Cohere of up to $3B, potentially involving the German and Canadian governments; Aleph Alpha co-leaders Ilhan Scheer and Samuel Weinbach are set to take key operational and research roles at Cohere. Beyond the merger, Cohere also acquired Reliant AI and expanded partnerships in Spain (Indra Group, Multiverse Computing) and Canada (Mila, University of Toronto, University of Waterloo), while aligning with the EU’s AI content transparency code of practice.

The definitive merger agreement between Canadian AI company Cohere and German rival Aleph Alpha has now been signed. Pending the “final regulatory approvals,” Cohere will acquire Aleph Alpha in a deal first announced at the end of April and backed by both governments. Cohere shareholders are expected to hold about 90% of the combined company, which would be valued at roughly $20 billion.

The signing appears to coincide with the completion of a new funding round. Cohere could raise as much as $3 billion, with possible participation from the German government as well as the Canadian government, which recently created a C$500 million fund intended in part to invest in AI companies.

The integration is already reshaping Cohere’s leadership. Ilhan Scheer, currently co-CEO of Aleph Alpha, will become COO of Cohere, while Samuel Weinbach, who co-leads research at the German company, will take charge of that function at the Canadian group.

Cohere has also expanded through another acquisition on the Germany-Canada axis: it bought Reliant AI, a startup with offices in Montreal and Berlin that applies AI to commercial management for pharmaceutical companies. Reliant AI was founded by two Germans — one of whom sold his first startup to Google before joining DeepMind — and a Canadian founder who also previously worked at DeepMind and then Google Brain.

Alongside that acquisition, Cohere signed memorandums of understanding with two Spanish companies, Indra Group and Multiverse Computing, reflecting the broader cooperation framework between Ottawa and Madrid and the bilateral technology agreements promoted in that context. The Indra partnership is meant to produce solutions adapted to Spain’s official languages — Basque, Castilian Spanish, Catalan, Galician and Valencian — while the Multiverse Computing agreement is mainly a commercial collaboration.

Cohere has also deepened its academic ties in Canada. With Mila, it has launched work on multilingual and multicultural evaluation, starting with Quebec French. It has also partnered with the University of Toronto to deploy its technologies there, and with the University of Waterloo to create an extracurricular certification program titled “AI Transformation and Change Management.”

Like Aleph Alpha, Cohere signed the EU’s code of good practices on transparency for AI-generated content in July.
