French intelligence services are shifting away from U.S. technology, as ChapsVision, a Paris-based data analytics firm, replaces Palantir Technologies for the Direction Générale de la Sécurité Intérieure (DGSI). The move ends Palantir’s longstanding partnership with France’s domestic security agency and underscores Europe’s strategic push for digital sovereignty in sensitive government operations.

ChapsVision, which has rapidly expanded through acquisitions in big data, cybersecurity, and OSINT, will now supply the DGSI with a sovereign platform for data integration, analysis, and investigation. The company’s Argonos suite, already deployed across several French ministries and law enforcement bodies, is designed to handle massive, heterogeneous datasets while keeping all processing and storage on national infrastructure — a critical requirement for classified intelligence work.

The decision reflects growing concerns over data jurisdiction and the extraterritorial reach of U.S. cloud legislation, such as the CLOUD Act. By selecting a French provider, the DGSI ensures that all sensitive information remains under French legal control, mitigating risks of foreign access. The contract also aligns with broader government efforts, including the “Cloud de confiance” initiative and President Macron’s calls to reduce dependency on non‑European tech vendors in strategic sectors.

For ChapsVision, the DGSI deal validates its aggressive growth strategy and positions it as a credible alternative to global giants in the competitive security analytics market. While financial terms remain undisclosed, the partnership is expected to open doors with other European intelligence and law enforcement agencies seeking sovereign tools. Palantir, meanwhile, continues to maintain a significant presence in France through contracts with the Ministry of the Armed Forces and the DGSE, but the DGSI transition signals a notable setback in the domestic intelligence space.
